They break it down into top 1%, 1-5%, 5-10%, 10-25%, 25-50%, and then bottom 50%. They do not give hard numbers, as in the top one percent make X-hundred-thousand a year, etc.
My gut reaction is "Fuck you, conservatives, I was making around 800 bucks a month after federal, state, and social security taxes once upon a time, and living with my parents and five younger siblings in a squalid little apartment; no car, no cell phone, and no health insurance of my own". But anecdotal evidence isn't data, nor is it indicative of the full range of people who don't pay federal income tax.
